No fiscal implication to the State is anticipated.


Local Government Impact

School districts would experience costs to install and maintain the monitoring systems.
 
School districts that chose to pursue the civil penalties could experience significant legal and administrative costs, particularly if the imposition or amount was challenged by the registered owner of the vehicle. School districts would receive the funds from penalties, which may or may not be sufficient to offset the costs to install the monitoring systems and to impose and collect penalties.
 
School districts that chose to install monitoring systems and pursue civil penalties could incur some minimal administrative costs to comply with annual reporting requirements.
