LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 5, 2011

TO:
Honorable Dan Branch, Chair, House Committee on Higher Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1339 by Lyne (Relating to the student fees for the university center at Midwestern State University.), As Introduced

No significant fiscal implication to the State is anticipated.

Under provisions of the bill, Midwestern State University may increase the amount of the student fee to support the university center beyond the limit currently in statute if the increase is approved by a majority vote of students.  If an increase is approved, the increased amount may not be charged for more than five academic years unless the institutions has issued bonds payable from that fee, in which case the increased fee may be charged until all such bonds have been fully paid.

Under current law, the fee may not exceed $15 per student for each semester of the long session and $7.50 per student for all or part of each term in the summer session.  It is assumed that additional revenue generated by the bill would not be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
