LEGISLATIVE BUDGET BOARD

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 18, 2011

TO:
Honorable Joseph Pickett, Chair, House Committee on Defense & Veterans' Affairs

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1385 by Harless ( Relating to personalization of certain license plates issued to veterans with disabilities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 504.202, Transportation Code, to allow a person eligible for Disabled Veteran specialty license plates to personalize the specialty plate with up to four characters in addition to the required letters "DV".

Based on the analysis of the Department of Motor Vehicles (DMV), it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency’s existing resources. Also based on the information provided by DMV, it is assumed a $40 plate personalization fee would apply to a personalized Disabled Veteran plate issued under the provisions of the bill. This analysis does not estimate any amount of revenue that may generated from eligible individuals who may elect to purchase a personalized specialty plate under the provisions of the bill. Based on the analsysis of the Comptroller's office, it is assumed the bill could result in a positive impact to State revenue.

Local Government Impact

No fiscal implication to units of local government is anticipated.
