No significant fiscal implication to the State is anticipated.

The bill would direct the commissioner of education to conduct a study in FY12 of the methods by which a school district could implement the bill's requirement for local boards of trustees to adopt a policy that beginning in FY15 would substantially reduce the amount of written information a teacher is required to prepare.  The commissioner would be required to make the results of the study available to each school district and to submit the results of the study to the governor, lieutenant governor, speaker of the house, and presiding officers of standing committees concerning public education by January 1, 2013.  The Texas Education Agency estimates that the study would be accomplished through a contract with an external entity in FY12.

Local Government Impact

The bill would require local boards of trustees to adopt a policy that, beginning in FY15, would substantially reduce the amount of written information a teacher is required to prepare as compared to the amount required to be prepared by a teacher in FY12.  Costs would vary depending upon the methods established by local boards to accomplish the required reduction in written information.
