The bill would amend the Election Code relating to allowing military voters on active duty overseas to receive and cast a ballot electronically. The Secretary of State (SOS) would be required to prescribe procedures to allow the electronic transmission of balloting materials and a voted ballot by a member of the armed forces of the United States who is on active duty overseas for certain elections. SOS would be allowed to adopt rules for implementation. In addition, the bill would repeal Section 105.001 of the Election Code related to voting by military personnel or other persons overseas. It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. The bill would take effect on September 1, 2011.
Tarrant County anticipates costs of $27,000 associated with the bill to pay three additional temporary employees to manage electronic ballots.
Bexar County reported that there would be some costs associated with managing electronic ballots but fiscal impact would not be significant.
