No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the Comptroller of Public Accounts, at the end of each regular or special legislative session, to publish a schedule of all state fee revenue authorized by statute, including statutes adopted during that legislative session. The bill would require that the schedule specify for each fee: the purpose for which the fee revenue is to be used; if applicable, the amount by which a fee was increased; the fund in which the fee revenue would be deposited; and the amount of fee revenue that will be used for budget certification.
 
The bill would require the Legislative Budget Board to include in the general appropriations bill a separate section providing information on each state fee which is proposed to be increased by a provision in the bill, including: the statutory authority for the fee; the amount of the fee increase; the purpose for which the fee revenue is to be used; and the fund in which the fee revenue will be deposited.

The bill would take effect immediately upon enactment if it receives a two-thirds majority vote in both houses of the Legislature. Otherwise, it would take effect September 1, 2011.

It is anticipated that any additional costs associated with implementation of the legislation could be absorbed within existing resources.
