TO: | Honorable Royce West, Chair, Senate Committee on Intergovernmental Relations |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | HB1619 by Orr (Relating to emergency services districts.), As Engrossed |
The bill would amend the Health and Safety Code relating to emergency services districts.
Based on the analysis provided by the Texas A&M University System, the University of Texas System, the Texas State University System, the University of North Texas System, and the Higher Education Coordinating Board, it is assumed that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing agency resources. Based on the analysis provided by the Department of Rural Affairs, implementation of the bill will have no fiscal impact to the agency.
The bill would require emergency services commissioners to complete a training course to be certified by an institution of higher education. Costs to emergency services districts would vary depending on course requirements but are not anticipated to be significant.
