No fiscal implication to the State is anticipated.
The bill would require governmental entities making a purchase of building materials to give preference to resident bidders if the materials meet state quantity and quality specifications and the cost is equal to, or less than, the cost of similar materials offered by nonresident bidders. The bill would place the same requirements on governmental entities awarding construction contracts. The bill would take effect on September 1, 2011 and apply only to a contract first advertised or solicited on or after that date.
