No significant fiscal implication to the State is anticipated.

The bill would require school districts to report all monetary and nonmonetary donations received through the Public Education Information Management System (PEIMS).  Data to be collected would include the amount of any monetary donation, fair market value and description of each nonmonetary donation, name and location of campus to which a donation was made if applicable, and restrictions or conditions placed on the donation by the donor.  Reporting would be required beginning with the 2011-12 school year.

The Texas Education Agency would incur one-time operating costs for contracted systems modifications to PEIMS in fiscal year 2012, but these costs are not expected to be significant.


Local Government Impact

The bill would require school districts to collect, maintain, report and post information on their websites concerning all monetary and nonmonetary donations.  School districts would incur additional cost to comply with the bill's requirements.  Costs would be expected to vary widely depending upon the frequency, type, and amount of donations received but are not estimated to be significant on a statewide basis.
