No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resources code as it relates to the eligibility of certain individuals for medical assistance on confinement in, placement in, detention in, or commitment to and release from certain facilities and other settings.

The bill authorizes the agency to delay implementation if the agency determines that a waiver or authorization is necessary to implement the provisions of the bill.

The bill would take effect September 1, 2011. 

Due to minimal costs and savings projected to offset each other estimated by the Health and Human Services Commission, it is assumed that the provisions of the bill could be implemented within existing resources.
