No fiscal implication to the State is anticipated.
The bill would amend the Water Code to authorize a county to adopt a rule to prohibit an owner of a dwelling from building more than one single-family unit on a lot and would create a civil penalty of not more than $200 for a violation. A justice of the peace would be allowed to enforce the penalty.
