No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code relating to the payment of state funds directly to an entity that conducts a primary election under contract in certain counties. The Secretary of State would be allowed to provide payment of primary expenses directly to the county election officer who incurs the expenses rather than to the county chair for a county with a population of 100,000 or more who conducts a primary election under an authorized election services contract. It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources.  The bill would take effect on September 1, 2011.
