No significant fiscal implication to the State is anticipated.

The bill would amend Section 623.142 of the Transportation Code to authorize the Texas Department of Transportation (TxDOT) to include a trailer on a permit issued for the movement of oil well servicing or drilling machinery as long as the trailer is currently registered and the gross weight authorized by the permit for the vehicle combination does not exceed 86,000 pounds.

Current law (Section 623.145 of the Transportation Code) requires the Texas Transportation Commission (TTC) to establish rules to provide for the issuance of permits and requirements for the for the movement of oil well servicing or drilling machinery. It is assumed TTC would adopt rules as appropriate, pursuant to Section 623.145, to implement the provisisions of the bill. Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absobed within existing resources.
