LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 18, 2011

TO:
Honorable Mike Hamilton, Chair, House Committee on Licensing & Administrative Procedures

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1952 by Kuempel (Relating to alcoholic beverage seller training programs.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Alcoholic Beverage Code to allow the Alcoholic Beverage Commission to suspend the commission’s approval of a seller training program, certification of a trainer to teach a seller training program, or certification of an employee’s completion of a seller training program if the program, trainer, or employee violates the Alcoholic Beverage Code or a commission rule. The commission may issue a civil penalty rather than the suspension. The Texas Alcoholic Beverage Commission indicates that no fiscal implication from the bill is anticipated. This bill takes effect immediately if it receives a vote of two-thirds of all members of each house, otherwise it takes effect September 1, 2011.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
