The bill would require the Office of Attorney General to institute an action in the United States District Court for the District of Columbia for a declaratory judgment that an Act of the Eighty-second Legislature, Regular Session, 2011 relating to presenting proof of identification as a requirement to vote and a plan to apportion the state into districts used for certain elections would not have the purpose nor would have the effect of denying or abridging the right to vote on account of race or color or in contravention of the guarantees set forth in the 42 U.S.C. Section 1973b(f)(2). This section would expire September 1, 2013. It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. This bill would take effect if it receives a vote of two-thirds or on September 1, 2011.
