No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to remove the ability of a water control and improvement district or a municipal utility district, as defined by the provisions of the bill, to enter into certain strategic partnerships with a municipality.

The bill also would authorize a conservation and reclamation district under Chapter 49 of the Water Code to enter into such an agreement pursuant to the guidelines listed in Section 43.0751 of the Local Government Code. A district annexed for limited purposes must be in the municipality’s extraterritorial jurisdiction and contiguous to the corporate boundaries of the municipality unless the district consents to annexation.
