No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to authorize a commissioner's court to establish a mandatory program to regulate solid waste in the extraterritorial jurisdiction of a municipality only if the population density is more than 3,000 persons per square mile, and it has been determined the area has a problem with illegal dumping.
Local Government Impact
There could be a fiscal impact to a county that chose to establish a solid waste program; however, those amounts would vary by locality and are not anticipated to be significant.
