No significant fiscal implication to the State is anticipated.
The bill would amend Section 521.142(a), Transportation Code relating to the proof of identity and residency required for an applicant for a driver's license or personal identification certificate. The bill would add Section 521.1421, Evidence of Identity and Residency, which outlines a list of acceptable documents an applicant for a driver license or personal identification certificate may present to verify his or her identity and residential address. The bill would take effect September 1, 2011. This analysis assumes the Department of Public Safety could implement the provisions of the bill within existing appropriations.
