LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 12, 2011

TO:
Honorable Wayne Smith, Chair, House Committee on Environmental Regulation

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2030 by Madden (Relating to the use of money made available to certain counties by the Texas Commission on Environmental Quality for local initiative air quality projects.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would delete an existing prohibition on expending local initiative project (LIP) money within the funding available for counties that participate in the Low-Income Vehicle Retrofit, Replacement and Repair Program (LIRAP) on local government vehicle fleets, vehicle acquisition, or vehicle replacement.

Passage of the bill is not expected to result in a fiscal impact to the Texas Commission on Environmental Quality (TCEQ). The effect of the bill's passage would be that there would be fewer restrictions on how counties can spend the portion of the LIP money allocated to them by the TCEQ.

Local Government Impact

No fiscal implication to units of local government is anticipated.
