No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize the governing body of a municipality or the commissioners court of a county to contract with a public or private vendor for the collection of debts owed to the municipality or county relating to a civil case if the debt is more than 60 days overdue. A collection fee may be charged to the vendor for not more than 30 percent of the debt collected and may be used only to compensate the vendor who collects the debt.

Local Government Impact

There could be a positive fiscal impact to a local governmental entity for the collection of unpaid civil court costs, fines and fees, but the amount would vary and would likely be partially offset depending on the amounts owed and the costs incurred.
