No significant fiscal implication to the State is anticipated.

The bill would require that the Railroad Commission give inspection priority in determining the order and frequency of inspection to oil or gas wells counties with a population of 650,000 or more and in which there are more than 2,000 producing oil or gas wells.  Based on 2009 population estimates and data from the Railroad Commission, the bill is expected to affect oil or gas wells in Bexar, Denton, and Tarrant Counties. This estimate assumes that the Railroad Commission would use existing inspectors to complete the responsibilities added by the bill in the three affected counties.

No significant fiscal implication to units of local government is anticipated.
