No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code by allowing the carrying of concealed handguns on the campuses of institutions of higher education, for the offense of places where weapons are prohibited. The bill would also allow license holders to carry a handgun on the premises where a collegiate sporting event is taking place under certain conditions.  The bill would take effect on September 1, 2011 and would apply to an offense committed on or after the effective date.
 
This analysis assumes the Department of Public Safety could implement the provisions of the bill within existing appropriations. It is assumed the bill would not result in a significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
