No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to allow public service providers to enter into a contract for an emergency notification system to inform the providers’ customers, governmental agencies, and other affected persons with messages related to disasters or emergencies. The bill includes provisions detailing the necessary elements of the emergency notification system. The bill would take effect immediately upon a two-thirds vote of the members in each house. Otherwise, the bill would take effect September 1, 2011.
