The bill would amend the Agriculture Code to authorize the Department of Agriculture (TDA) to assess membership fees in certain voluntary rural economic development programs. The bill would authorize TDA to create, distribute, and provide informational materials to the public in any type of media format; sell advertising; and, assess and collect any related fees, revenues, and royalties. The bill would authorize TDA to be appropriated any revenue collected related to the marketing and promotion of agriculture, horticulture, and other industries that grow, process, or produce products in this state. The bill would authorize TDA to sell promotional items or program merchandise, which may be appropriated to TDA for its activities or programs relating to the marketing and promotion of agricultural and other products grown, processed, or produced in this state.
Based on information provided by TDA, this analysis assumes that there would be a minimal cost associated implementing the provisions of the bill.
According to the Comptroller of Public Accounts, revenue could be generated by this bill, but the amount cannot be determined.
The bill would take effect September 1, 2011.
