TO: | Honorable Garnet Coleman, Chair, House Committee on County Affairs |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | HB2348 by Larson (relating to certain standards applicable to certain prisoners confined in a county jail pending transfer to the Texas Department of Criminal Justice.), Committee Report 1st House, Substituted |
The bill would amend the Government Code to remove the authority of the Texas Commission on Jail Standards (TCJS) to adopt a rule that establishes classification requirements and minimum standards for certain prisoners awaiting transfer to a facility operated by or under contract with the Texas Department of Criminal Justice (TDCJ).
The Commission on Jails Standards anticipates costs of approximately $40,000 per year as a result of prolonged inspections anticipated by the provisions of the bill.
No significant fiscal implication to units of local government is anticipated.
