LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 26, 2011

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2389 by Fletcher (Relating to records of a holder of a motor vehicle title service license.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require a holder of a motor vehicle title service license to identify each customer through a valid identification document and report the valid identification document number and a legible photocopy of the valid identification document on a form made available by the county tax assessor-collector.

Currently, motor vehicle title services are subject to licensing and regulation by the county tax assessor-collector in counties with a population of more than 500,000 or a county in which the commissioners court, by order, has adopted Subchapter E of Chapter 520 of the Transportation Code. It is assumed the provisions of the bill would not result in a fiscal impact to the State.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
