TO: | Honorable Larry Phillips, Chair, House Committee on Transportation |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | HB2389 by Fletcher (Relating to records of a holder of a motor vehicle title service license.), As Introduced |
The bill would amend the Transportation Code to require a holder of a motor vehicle title service license to identify each customer through a valid driver’s license and report the valid driver’s license number and a legible photocopy of the valid driver’s license on a form made available by the county tax assessor-collector.
Currently, motor vehicle title services are subject to licensing and regulation by the county tax assessor-collector in counties with a population of more than 500,000 or a county in which the commissioners court, by order, has adopted Subchapter E of Chapter 520 of the Transportation Code. It is assumed the provisions of the bill would not result in a fiscal impact to the State.
