No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to transfer responsibility for certain energy assistance programs from the Texas Department of Housing and Community Affairs (TDHCA) to the Public Utility Commission (PUC). The bill would require TDHCA and PUC to develop a transition plan for transferring the functions performed by the department as described by the bill. The transition plan would be required to include a timetable with specific steps and deadlines needed to complete the transfer.
 
Based on the analysis of the PUC and TDHCA it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources. This analysis assumes that all funding, property, FTEs and other items related to the authority to implement this program would transfer from TDHCA to PUC as specified in the bill. This analysis assumes that all costs associated with the transfer would be absorbed by the agencies.

No significant fiscal implication to units of local government is anticipated.
