The bill would require the Texas Transportation Commission by rule to establish a memorial sign program to publicly memorialize victims of motorcycle accidents. The bill would authorize a person to request a memorial sign to be posted by submitting an application to the Texas Department of Transportation (TxDOT) along with a fee in an amount determined by TxDOT to cover the costs of posting the sign. The bill would authorize a memorial sign to be posted for a one-year period.
TxDOT indicates that the cost of a sign under the agency's existing memorial sign program is $300 per sign. Based on the information and analysis provided by TxDOT, it is assumed any costs and duties related to the implementation of the sign program could be absorbed withing existing resources. For the purposes of this analysis, it is assumed TxDOT would assess a fee of $300 for a sign authorized by the bill consistent with the fee charged under the agency's existing memorial sign program.
