No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 502 of the Transportation Code to authorize Texas resident on active duty in the U.S. armed forces stationed in or on assignment to another nation under military orders to register a motor vehicle or renew a motor vehicle registration without paying the normal cost of registration. The bill would specify that exemption does not include fees for registration of a vehicle issued specialty or personalized license plates, or any additional or optional fee authorized under Chapter 502.

Based on the information provided by the Comptroller's office and the Department of Motor Vehicles (DMV), the average registration fee is $50.75, 67 percent of which is deposited to State Highway Fund 0006 and the remainder is retained by the counties. Based on the analysis of the Comptroller and the DMV, it is assumed the registration fee exemption provided by the bill would not result in a significant impact to revenue deposited to State Highway Fund 0006.

It is assumed the provisions of the bill would not result in a significant impact to vehicle registration fees collected and retained by the counties.
