LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 18, 2011

TO:
Honorable Sid Miller, Chair, House Committee on Homeland Security & Public Safety

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2528 by Harper-Brown (Relating to restrictions on private investigators' and security officers' use of vehicles that mimic law enforcement vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would restrict the ability of vehicles used by private investigators and security officer's to mimic a law enforcement vehicle. The bill would prohibit the use of a state seal, or variations resembling a state seal, that give the impression of the vehicle being under the operation of a law enforcement officer. The bill would require an inscription stating the vehicle is not affiliated with law enforcement, in letters not less than two inches high and in a color sufficiently different from the body of the vehicle.

This analysis assumes that any costs associated with implementing the bill's provisions could be met with existing resources.

The bill would take effect September 1, 2011.

Local Government Impact

No fiscal implication to units of local government is anticipated.
