HB2551 by Chisum (Relating to the land application of grit trap waste.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow for the beneficial-use land application of grit trap waste if that waste does not include hazardous substances. The bill would require that the chemical components of the waste have a beneficial effect on the soil or crops on which it is applied. 

This estimate assumes that the Texas Commission on Environmental Quality (TCEQ) would be responsible for modifying agency rules to allow for the land application of grit trap waste. The TCEQ would also need to determine whether entities applying to use grit trap waste would not contain hazardous substances. However, the bill's passage is not expected to have a significant impact on the agency's workload.
