No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the Department of Motor Vehicles (DMV)to establish categories of lienholders who may participate in the agency's electronic lien system and to require a lienholder to participate in the system with the exception of a credit union as specified by the bill. The bill would require a schedule for compliance for each category of lienholder that is required to participate in the system.

Based on the analysis of DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
