LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 21, 2011

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2575 by Phillips (Relating to the use of an electronic lien system established by the Texas Department of Motor Vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the Department of Motor Vehicles (DMV)to require participation by lienholder in the agency's electronic lien system and to establish categories of lienholders who may participate in the system. The bill would require a schedule for compliance for each category of lienholder that is required to participate in the system.

Based on the analysis of DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
