The bill would allow for certain electronic submissions and recording of documents related to early voting and the Secretary of State would be allowed to adopt rules accordingly. It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. The bill would take effect immediately if it receives a vote of two-thirds or on September 1, 2011.
Costs to counties would vary depending on whether an early voting clerk chooses to electronically record applications and the number of mail-in ballots received; however, fiscal impact to local governments is not anticipated to be significant.
