LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 28, 2011

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2619 by Callegari (Relating to the submission of information about critical water and wastewater facilities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to require water utilities to provide information to electric utilities, including retail electric providers, regarding critical load status. If a retail electric provider determines that an affected water utility’s facilities do not qualify for critical load status then the electric utility must provide a detailed explanation of the electric utility’s determination to the affected water utility and to the office of emergency management of each county in which the water and wastewater facilities are located.

Based on the analysis of the Public Utility Commission, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
