LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

May 6, 2011

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2633 by Madden (Relating to the office of inspector general of the Texas Youth Commission.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend certain subsections of Section 61.0451 of the Human Resources Code, by shifting the authority to appoint the Chief of the Office of Inspector General (OIG) of the Texas Youth Commission TYC) from the executive director to the TYC board.  The bill would provide that the OIG operates directly under the authority of the TYC board.  The bill deletes the requirement for the OIG to report immediately to the executive director any particularly serious or flagrant problem or any interference by the executive director or others in the conduct of an investigation.  The bill would not have a fiscal impact on TYC operations.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
