LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 11, 2011

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2644 by Dukes (Relating to providing proof of identity to obtain a one-trip or 30-day trip permit for the transit of certain unregistered vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 504.254, Transportation Code, to require a person applying for a single-trip or 30-day vehicle transit permit to provide proof of the person's identification. The bill would require the Department of Motor Vehicles (DMV) or a county tax-assessor collector to keep a record of the person's proof of identity in the database used by DMV or the county tax-assessor collector to record information regarding the permits.

Based on the analysis of DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
