LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

May 7, 2011

TO:
Honorable Harold V. Dutton Jr., Chair, House Committee on Urban Affairs

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2672 by Dutton (relating to safety measures for culverts or other similar flood or drainage systems maintained by governmental entities.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would require that municipalities with a population over 2 million cover its culverts or flood drainage systems located within 100 feet of a school with a hinged drainage cover.  Signs would also be required at each location that warn of dangers of drowning.

The provisions of the bill would apply exclusively to the City of Houston.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
