No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code relating to the regulation of cosmetology, including the application of eyelash extensions. The bill would direct the commission to adopt rules establishing reasonable standards for the materials used in the application of semi-permanent eyelash extensions and establish eligibility requirements for a specialty certificate for eyelash extension applicants.

Based on the analysis of the Department of Licensing and Regulation, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect September 1, 2011.

No significant fiscal implication to units of local government is anticipated.
