No fiscal implication to the State is anticipated.
The bill would amend sections of the Local Government Code to provide that the expansion of the extraterritorial jurisdiction of a municipality through annexation, request or increase in the number of inhabitants may not include any area in the existing extraterritorial jurisdiction of another municipality, unless a written agreement is established between the municipalities on the date of annexation. A municipality would not be allowed to reduce the extraterritorial jurisdiction unless the governing body of the municipality gives its written consent by ordinance or resolution except in accordance with an agreement under Section 42.022(d).
Based on the applicability criteria, other provisions of the bill would apply only to a certain general-law municipality.
