No significant fiscal implication to the State is anticipated.

The bill would require that student-level PEIMS data be used only by the Texas Education Agency (TEA) or its contractors unless prior written consent was provided by the student's parent, guardian, or other person standing in parental relation. This requirement would severly limit the data available to the education research centers (ERCs) established in Texas Education Code, Section 1.005 and could prevent compliance with federal data submissions.

The provisions of the bill could jeopardize future program funding received from the United States Department of Education (USDE) due to failure to meet federal reporting requirements.


Local Government Impact

School districts and Regional Education Service Centers (RESCs) could lose federal revenue if the state lost eligibility for federal funds.
