LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 12, 2011

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB2940 by King, Tracy O. (Relating to the form of death certificates and fetal death certificates.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 193, Health and Safety Code, to require that a specific date format be included on instructions for filing a death certificate or fetal death certificate. The bill would be effective immediately with a two-thirds vote of all members of each house, or on September 1, 2011.

The Department of State Health Services indicates there would be costs associated with modifications to the current registration system and printing and distribution of the revised death certificates, but it is assumed that the agency could absorb these costs within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
