No significant fiscal implication to the State is anticipated.

The bill would amend the Government, Occupations and Transportation Codes relating to preventing the fraudulent issuance and use of disabled parking placards.

Based on the analysis of the Department of Licensing and Regulation and Department of Motor Vehicles, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Based on the analysis of the Comptroller of Public Accounts, revenue gains related to increases in penalties established by the bill cannot be determined.


Local Government Impact

Implementing the provisions of the bill would impact almost every locality that has a public building or parking structure, except for those that may outsource this type of function. For example, Harris County parking structures are managed under contract with a private company, which patrols and manages the operations of each structure. Vehicles that are violating the lines separating spaces, or are parked in a dangerous or prohibited manner are subject to tow.

Nacogdoches County has at least eight public buildings at various locations around the county. Depending upon the specific requirements, implementing the provisions of the bill could require the county to hire eight additional workers at a minimum yearly salary of $45,000 each, for a total of $360,000 for each fiscal year.

Ward County has at least 12 buildings with handicap parking and operates 5 swimming pools in the summer, some of which have handicap parking. A new hire deputy with family medical coverage and other benefits would cost the county about $64,000 per year. Assuming one deputy for each of the 12 buildings (not including the pools), costs would be $768,000.
