Honorable Wayne Smith, Chair, House Committee on Environmental Regulation
FROM:
John S O'Brien, Director, Legislative Budget Board
IN RE:
HB3251 by Chisum (Relating to the provision for notice and comment for pollution control projects.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would require the Texas Commission on Environmental Quality (TCEQ) provide an opportunity for a public hearing and the submittal of public comment, as well as send notice of a decision on an application for a permit amendment application for electric generating facilities seeking permit amendments to comply with new Maximum Achievable Control Technology standards promulgated by the U.S. Environmental Protection Agency under Federal Clean Air Act.
Passage of the bill is not expected to result in a significant increase in workload to the TCEQ because the number of permit amendments that would be submitted to the agency is not expected to be significant.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
