TO: | Honorable Mike Hamilton, Chair, House Committee on Licensing & Administrative Procedures |
FROM: | John S O'Brien, Director, Legislative Budget Board |
IN RE: | HB3282 by Guillen (Relating to the operation and regulation of 24-number bingo games.), As Introduced |
The bill would amend the Occupations Code to allow a licensed bingo organization to conduct 24-number bingo concurrently with other bingo games. The bill would expand the use of credit value on card-minding devices to be used to record prize money won and to be used for the purchase of bingo cards or pull-tab bingo tickets.
The revenue impacts as a result of implementing 24-number bingo is unknown. It is unknown how many bingo organizations would add 24-number bingo, how many players would play the 24-number bingo game, how many cards would be played during each game, how many games would be played during the bingo occasion, and how much pull tab bingo play would increase from removing the maximum bingo occasion prize. Therefore revenue impacts to the state cannot be determined.
Based on the analysis of the Texas Lottery Commission it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
