LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 4, 2011

TO:
Honorable Richard Pena Raymond, Chair, House Committee on Human Services

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB3331 by Coleman (Relating to the exemption of certain persons who teach social work at institutions of higher education from the licensing requirements for social workers.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 505.003, Occupations Code, to exempt higher education instructors of social work from the licensing requirements of the chapter, provided the instructor does not engage in the practice of social work outside the classroom. The bill would take effect September 1, 2011.

The Department of State Health Services indicates there would be no cost to implement the provisions of the bill; however, the bill could result in an undetermined loss of revenue to the state from licensure fees paid by those instructors who would no longer be required to hold a social worker license.

Local Government Impact

No fiscal implication to units of local government is anticipated.
