No fiscal implication to the State is anticipated.

The bill would amend the Property Code to authorize all emergency medical service (EMS) providers to obtain a lien against an individual who receives emergency medical services for injuries caused by an accident by the negligence of another person. Under current statute, the bill only applies to an EMS provider in a county with a population of 575,000 or less.

Local Government Impact

There could be a positive fiscal impact for local emergency medical service providers, but the amounts would vary depending on the number of liens filed and what payment amounts are recovered for emergency services that were provided. In addition, the amounts recovered from a lien may also be offset by the costs incurred to provide the emergency services.
