The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to develop and seek a waiver as soon as practicable for federal approval to make changes to the Supplemental Nutrition Assistance Program (SNAP) to improve nutrition and health outcomes among recipients of benefits. The bill would direct HHSC to consider the feasibility, costs, and benefits of restricting the purchase of certain food items and promoting healthy food choices under SNAP. The bill would take effect immediately if it receives two-thirds vote of all members elected to each house. If not, the bill would take effect September 1, 2011.
This analysis assumes any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
