No significant fiscal implication to the State is anticipated.

The bill would require the executive commissioner of the Health and Human Services Commission (HHSC), the Department of State Health Services (DSHS), and the Texas Department of Agriculture to develop and seek a waiver for federal approval to amend the list of allowable food items for purchase in the Supplemental Nutrition Assistance Program (SNAP) to better align with allowable food purchases under the Special Supplemental Nutrition Program for Woman, Infants and Children and the national free or reduced-price lunch program. The bill would take effect immediately if it receives two-thirds vote of all members elected to each house. If not, the bill would take effect September 1, 2011.

This analysis assumes any additional work resulting from the passage of the bill could be reasonably absorbed within current resources of each agency.
